American James Swan named MONUSCO Chief in DR Congo
The Secretary-General of the United Nations, António Guterres, announced on Thursday, March 5, the appointment of American diplomat James Swan as the new Special Representative for the United Nations peacekeeping mission in the Democratic Republic of the Congo and Head of United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO).
The 63-year old, succeeds Guinean diplomat Bintou Keita, who led the mission for nearly four years.
The United Nations expressed its gratitude to Keita for her dedication and significant contributions to peace and stability efforts during a particularly challenging period in the country.
James Swan is widely regarded as a seasoned diplomat with extensive experience in international diplomacy, particularly in Africa and countries facing complex political and security transitions.
Before this new appointment, he served as Special Representative of the UN Secretary-General for Somalia and Head of the United Nations Transitional Assistance Mission in Somalia (UNTMIS) starting in March 2025.
He had also previously led the United Nations Assistance Mission in Somalia between 2019 and 2022 and later oversaw the transition from UNSOM to the current UNTMIS structure.
Prior to joining the United Nations system, Swan spent more than three decades working in the United States government, building a 32-year diplomatic career focused largely on African affairs and international security.
During that time, he held several positions connected to the Democratic Republic of the Congo.
Notably, he served as the United States Ambassador to the country from 2013 to 2016. Earlier in his career, he worked in Kinshasa as Deputy Chief of Mission from 2001 to 2004 and as a desk officer responsible for Congo-related affairs from 1996 to 1998.
His diplomatic career also included service as the United States Ambassador to Djibouti between 2008 and 2011 and Special Representative for Somalia from 2011 to 2013.
In addition, he held senior roles in Washington, including Deputy Assistant Secretary of State for African Affairs and Director of African Analysis at the State Department’s Bureau of Intelligence and Research.
Swan has also worked in several other countries such as the Republic of the Congo, Cameroon, Nicaragua and Haiti.
Swan takes over leadership of MONUSCO at a critical moment for the Democratic Republic of the Congo, particularly as violence and insecurity continue to affect the eastern regions of the country.
MONUSCO, one of the United Nations’ largest peacekeeping operations, is tasked with protecting civilians, supporting stabilization efforts, and assisting Congolese authorities in addressing armed conflicts that have persisted for decades.
His deep knowledge of the region and long diplomatic experience are expected to play an important role in guiding the mission through ongoing security and political challenges while supporting international and regional efforts aimed at restoring peace and stability in the Democratic Republic of the Congo.
