President Kagame arrives in Qatar to honor late former Emir Sheikh Hamad
President Paul Kagame arrived in Doha, Qatar, on Monday to convey Rwanda’s condolences following the passing of the former Emir of Qatar, Sheikh Hamad bin Khalifa Al Thani, a leader widely credited with transforming the Gulf nation into a major global diplomatic, economic and development hub.
President Kagame and the Rwandan delegation were received upon arrival at Hamad International Airport by Qatar’s Minister of Transport, Sheikh Mohammed bin Abdullah bin Mohammed Al Thani, together with Rwanda's Ambassador to Qatar, Igor Marara Kayinamura.
Kagame’s visit reflects the close diplomatic ties between Rwanda and Qatar, as well as Rwanda’s respect for Sheikh Hamad’s enduring legacy.
During his years in leadership, Sheikh Hamad oversaw sweeping reforms that modernized Qatar’s economy, expanded its global influence and positioned the country as a key player in international mediation, investment and humanitarian affairs.
His leadership also laid the foundation for Qatar’s successful hosting of the 2022 FIFA World Cup, the first edition of the tournament held in the Middle East.
Sheikh Hamad, who served as Emir from 1995 until his voluntary abdication in 2013, was widely recognized for championing economic diversification beyond oil and gas, strengthening Qatar’s education and healthcare sectors, and expanding the country's international partnerships.
Even after handing over power, he remained an influential national figure whose vision continued to shape Qatar’s development and global standing.
Rwanda and Qatar have developed a strong strategic partnership over the past decade, with cooperation spanning aviation, trade, investment, tourism, infrastructure and diplomacy.
The two countries have consistently emphasized South-South cooperation and have worked together to promote economic development and regional stability.
One of the most visible symbols of the partnership is the close cooperation between RwandAir and Qatar Airways.
The two airlines have expanded their collaboration through codeshare agreements and strategic investment initiatives aimed at improving connectivity between Africa, the Middle East and the rest of the world.
Qatar Airways also acquired a significant stake in Rwanda’s new Bugesera International Airport project, underscoring Doha's long-term confidence in Rwanda's aviation ambitions.
The partnership has also attracted Qatari investment into Rwanda’s hospitality, real estate and tourism sectors, while both governments continue to strengthen cooperation in education, technology and sports development.
Regular high-level visits between Kigali and Doha have further reinforced bilateral relations, with President Kagame and Qatar’s leadership frequently reaffirming their shared commitment to expanding economic opportunities and promoting peace through dialogue.
Kagame’s presence in Doha during this period of national mourning highlights Rwanda’s solidarity with the people and Government of Qatar.
It also reflects the warm relations that continue to unite the two countries, built on mutual respect, shared development aspirations and a growing strategic partnership that has become one of the strongest between an African nation and a Gulf state.
The visit is expected to include Kagame signing the official book of condolences and joining other world leaders in paying tribute to the late Sheikh Hamad bin Khalifa Al Thani, whose leadership left a lasting imprint on Qatar’s remarkable transformation and its engagement with the international community.
